The honest difference: an Angi lead is a homeowner asking for quotes today. A permit is someone who has already committed to the work — stronger in one way, weaker in another, because some have already hired someone. Where the city publishes it, about a third of permits name no contractor yet. At roughly a dollar forty a lead, the maths survives a lot of already-hired.
